Hi - in private practice, I write up my report, fully inform the parents and then give parents the option of if they want therapy or not. The majority of articulation kids I see come to me because they don't qualify in the schools (due to the claim that it's not negatively impacting their educational performance).
In this case, the 4.8 year old boy is messing up the th, l, l blends and ch sounds. As you said, they all could still be considered developmental. So, I would inform the parents - show them one of the many developmental artic charts out there on the web that support what you say, and basically state that he speech is on the average side and he's understandable. If the parents still want therapy, you can either provide them with info and sheets as to how they can provide a little extra push in the right direction. In this case, I don't think I'd offer services unless the child was highly stimulable already and just needed a few weeks to get it.
