I think I would check to see if she has allergies or chronic nasal congestion. Is she a mouth-breather? This often goes hand-in-hand with that forward tongue posture. I wonder also about tongue thrust?
Not sure if anything can or will be done about these factors, but if that's her resting position, you'll probably have real difficulty getting good results with artic. therapy if the tongue posture isn't addressed. I'd refer her to an ENT or at least the family doctor if the parents were willing, especially since you've had a trial of speech therapy without lasting success.
