CPSE is not an acronym we use in my area; those sorts of things vary all over the country. Can I assume it's your local preschool or "child find" group? At any rate, in my district (in Michigan) your child wouldn't be eligible for services until at least age 6, and then only if the teacher and I were able to document an "adverse effect" on his academic, social, or vocational development. Is he difficult to understand? Does he avoid speaking? Is he having difficulty with pre-reading / phonemic awareness skills? Those are the types of things that might trigger eligibility for him in my district. However, by reading lots of posts on this site, I've found that this varies WIDELY by location. You may just have to go through the process to find out what the criteria are in your particular area.
For what it's worth, if he were my child, I'd not rush to get formal services for these relatively mild articulation errors, especially because he is on target cognitively and language-wise. I WOULD do things to help raise his awareness of his speech and to help him improve his articulation through natural learning with you. If you do go through an eval, the SLP would be able to give you some suggestions for things you can do to encourage that natural development that will likely occur on its own.
