Basically, yes. Whatever the specific target is though say it is using the 'be' verb. I would do a lot of modeling and then fade the model and see if the child can produce it with just a small prompt if needed. You will also want to restate what he says sometimes. So if the child says "It cold." you say, "Yes, it is cold." and stress 'is' a bit in the sentence. You don't always have to have him repeat what you have said.
