With the 3 year old, I would do what I call "making faces", which is just imitation of oral movements. It has to start out being something fun, so the child will want to do it.
For the 2 year old you need to get him to imitate you and to get him to understand that he needs to talk to get things that he wants. This is something that you really need to get the parents on the same page with you on, that he needs to start learning that there is a relationship between talking and getting things.
If you don't have much experience with this age group I would suggest reading through a lot of the posts in the Preschool forum and also looking back through old posts related to little ones in this forum. There is definitely a lot of useful information here already.
