I have learned, through many years of practice, that velar sounds are just not going to come in until the child is ready. There is no sense frustrating the child (and yourself) if you believe you have tried everything. Just wait it out, especially with this child being so young, there really isn't an urgency here. It may not be until this child is 4 or 5 that they are ready for these sounds.
Are there other errors you can target? Children this age can do s-blends, /f/, /l/ and /r/ IF they are phonological and need to work on these sounds. If so, you need to move on and make some progress so the child can have some success. You can stimulate final /k/ at the end of every session by having the child say /ak/. That has always been the easiest for me to elicit in tough /k, g/ kids.
