A lateral lisp is considered deviant, rather than a developmental error, but I have never heard that it is related to neurological impairment. I would not work on oral-motor exercises (i.e., "tongue strengthening"
, but I would address lateral tongue margin elevation and tongue placement using an approach such as Straight Speech.
