I need a little more information... why is he running, is there a consequence, does he respond to the idea of "rules".
You could do something like...
When I am in school one of the safety rules is that I walk in the halls with my teachers. Then my teachers can make sure I am safe. Sometimes I run away from my teachers. This is not being safe. When I run away from my teachers I am not following the rules and I could get hurt. Then my teachers will be sad. When I am in school I will try to remember to walk with my teachers. Then I will be safe and my teachers will be proud of me.
