I get past this problem by combining /f/ with a vowel that pomotes an open jaw postion so they are less likely to close their lips again and produce a /b/. I seperate the /f/ from the vowel a little bit and model an exaggerated open mouth for the vowel they are transitioning into. It seems to work well but ususally takes a few sessions to build that movement memory. Be patient.
