I had a similar kiddo by the sounds of it. I had her hold her jaw one day, and lo and behold, out came a GREAT frontal /s/. It's something to try anyway. Also try to see if she can close her teeth tightly in the back, and maybe this in combination with holding the jaw you might get lucky. I think it's at least worth a try...my kiddo did a weird jaw sliding thing as she produced /s,z/.
