Why the APR is unfair

You will see very few BCS schools on the APR penalty lists...Why is that, you ask? One of the reasons is that the BCS schools have a wealth of money in their athletic budgets and they can afford to give 5th year scholarships to student/athletes who have exhausted their eligibility, thus increasing their chances of graduating...Non BCS schools (including SJS) usually do not have that luxury...
