I would think that for any out of state player, the interest would be coming from SJSU. In the case of Washburn, he's made it clear that Washington and Washington State are his first choices. No offer has come from either of those schools, but he will visit WSU in a couple of weeks.
When it comes to star rankings, the rule that I tend to follow is that a prospect with mulltiple stars is proabably pretty good. A prospect with only one or zero stars is simply an unknown commodity to the recruiting sites. A player might be average, or a future All-American. Case in point, Dwight Lowery. He was a complete unknown to either Rivals or Scout, simply because he did not attend any of their camps. With 20/20 hindsight, he would be a 5 star recruit.
