Someone whom you would most likely want to contact is Mark Okrand, the orginal developer of Klingonese (as well as several other less-prevalent fiction-based languages). I do not have contact infomation for him, nor did I find any readily available upon searching Google, but you might wish to inquire as to speaking with him when contacting both the KLI and S&S.
