In MN the eligibilty criteria for language or articulation is 2 Standard Deviations below to qualify along with some other factors.
As far as exit criteria it is usually easier for articulation. Either they have it or they don't. We don't use a strict % correct to dismiss. But I do think at times we are waiting too long and should put more responsibility on parents & teachers to help with carryover in their settings.
Language dismissal also varies and not just based on testing.
