hmmm, I was given to understand that progress reports must be measurable. So it would not be acceptable just to write "improving" the parent must be provided with a percentage, or what ever unit of measurement was decided on the IEP. We get our hand slapped here if the progress report does not provide measurable monitoring of progress. I have several parents that would never let me get away with it either.
