I worked in a school district in Missouri, which also has a state cap of 60, but I know we did report to our district a caseload number which was calculated by a formula that took into account minutes per week. I was still over the limit for caseload number, but at least they acknowledged that with this figure. Now I am in a private clinic where I see kids 1:1 for 45-60 minutes 1-2x/week (with a few kids who come once every other week or monthly) On average, I see about 30 kids per week and feel that I usually have enough time for paperwork and planning, although I would certainly use more if I had it, making more elaborate lessons and such.
