The first place I would start is have an interpreter ask the family how he communicates. Does he speak in sentences-do they worry about his arabic.
2-Visual communication in the classroom to help him communicate now.
3-I would let him acclimate to school (via ESOL) for a couple months and then make a decision about testing.
4_ If parents indicate he doesn't talk in Arabic in sentences-I would still let him acclimate and test in a couple months (document conversation w parents). He will so overwhelemed right now with the cultural difference/first school experience ANY testing will show a delay
