Fluency Help anyone?

How do I determine if a student is 80% fluent in a 10min conversation? I recorded the student and divided the number of stuttering events by the number of syllables, times 100, to get 6.5%. I'm trying to figure out what that number means and how I can tell the parents how fluent he was. Anyone?
