Tongue Lifter- You might want to try a tongue lifter (from Speech Bin) with a student like this - sometimes they work so well in helping the student be able to produce the /r's/ and they also can 'feel' where to put tongue - not a panacea but surely helps some students like this - and it's quite encouraging for those studetns who have had a difficult time making progress.
