Anytime I am thinking of dismissing a child, I first consult the teacher and any other professionals that work with the child. This way we don't have the blind siding happening in a meeting. The LAST thing you want is for a parent to see a teacher and a specialist disagreeing.
I also touch bases with the parent prior to the IEP meeting to get a feel for how they view their child's speech/lang skills. I ask questions about how they feel they are doing on the goals, etc and ask if they have additional concerns.
For a situation like yours, I would listen to the teacher;s concerns as well as the parent's concerns, and then instead of just granting more therapy, I would agree to a 30 to 60 day time period where you can do observations in the classroom to observe this behavior the teacher is claiming is happening. I would ask the teacher to write up exactly how the word order difficulties are impacting his education. And that you want examples. This timeline will give you the opportunity to take DATA that will either prove or disprove the teachers claims.
Hope this helps! Good luck.
