If your friend has ever worked before she may be eligible for SSI through the social security office. And even if she had not worked before with a doctor's signiture she would qualify if she has kidney or CNS involvement. It would be worth giving it a try. Also she could apply for medi-cal for medical coverage, with no income she would qualify. I think she could also try and get assistance from the state "general relief". I am not sure how she would go about obtaining it, but I think if she looked in the phone book on state services she would find it or at least be given a number to call to where she could go.
