Hello Reality:
1. Floodplain: level land that may be submerged by floodwaters.

Look at the waterline on the wall (Message Boards picture.)
3. The road "Calle Pakistan" existed before Mariposas.
4. Yes, drivers "misjudged" the depth and sunk cars, ask Faurest.
5. Yes, the store was built "Post Mariposas" but the water level never before reached the height of the pad, ever.
6. The residents say there are more mosquitos but, you have a valid point, lower surface area should mean lower mosquito numbers.
