It would invite more problems in other minority regions with some desire for independence. It is a bloody, pointless conflict that no one will win or back down from in the foreseeable future. 2) Two points here. First is that it is almost impossible to stop determined terrorists from striking an open society. They will eventually get through if they keep trying. Second, the two conflicts are very different, despite the presence of al-Qaida and Saudi money as instigating factors. America has no desire to continue occupying Iraq or Afghanistan. That makes some of their terrorism problems much easier to solve. 3) Nationalism lives and ignoring it can be costly. Ideally, Chechens should be able to decide the issue of their independence in a clean, democratic vote.
