None of the above. European wars up until 1914 were always started by the ruling monarchs and their backers. These tended to be transnational organizations and therefore it cannot be said that the "Russians", "Serbs", "Germans", etc,... i.e. the relevent subject populations, were responsible. Clergy (the Vatican), Bankers, imperialist aristocracies with kinship ties across linguistic and ethnic boundaries, and power interests domestically and abroad, were to blame. Just like today.
After all, did Emporer Franz Josef consult the "Austrian" people, or the German Kaiser his subjects the "German" people for that matter, before going to war? The relationship between political rulers and their people always has been one of servility for the latter, with mind-control exercised by the relevent ministry of propaganda at the service of the power elites.
