Privatizing the military

I was reading an artical from The Economist on defence spending and hit a stat at the end that blew my mind. It said: "The Brookings Institution calculates that there are ten civil contracting staff for every 100 servicemen in the Middle East, a tenfold increase since the first Gulf war. In that respect, this is the first privatised war."
