I don't consider mailing Anthrax an effective means for a soveriegn nation to instigate chemical warfare against the U.S., it might be the tool of cell-based terrorists, but such an ineffective first blow would be lunacy for a stationed military.
It's just an effective way to kill a couple postal workers and scare our public senseless for a week or two, then piss us off for a month.
