Never been a polition but from the military point of view one thing he has to wait for is the military build up. With ports and airfields off limits in the Kingdom buiding up of heavy forces takes even longer. Prepo stuff already in Kuwait is enough for to defend the pennisula but not enought for invasion. So on the time thing he has no choice and its not like you can hide a deployment of this size. Rememeber how long the Desert Shield/Storm build up was and that was with cold war resources available. Is it a bluff? I doubt it. So doing it right takes time, although most of the pieces are now in place. But what about the French what are they thinking not its opposition to the US but the way it is treating the other EU mmembers and future members.
