Unless Evacuate gets some massive exposure, or more promotion is done, the single will begin to decline the coming weeks. A second single should be released soon, because at least now, people are looking up Cascada. When they look up Cascada, they'll see the next single and buy it, increasing the potential for the next single. After the wave for Evacuate has passed, however, the single will start in the same spot as Evacuate, with only fans, basically, knowing about it. Why not take the extra boost?
P.S. I think Fever is the best choice, for it is the only other song on the album that can possibly appeal to a mainstream audience.
