There was until a few years ago a Scout camp near Indian Head named Camp Livingstone that was named after the first head of Boy Scouting in the U.S., Colin Livingstone. Colin was president of the Washington and Old Dominion railroad and served as BSA President from 1910 - 1925. Camp Livingstone was around since the 30's I believe, but was sold due to the increasing development in the area.
According to Wikipedia's article on Rt. 210, the course of Livingston Road was set in the late 18th century, but it may have been named something else at that point.
I am curious if there might be any connection. The current BSA historian for the National Capital Area doesn't know if there is.
