Breaking through the 'No Canadian experience' barrier

Hi, we have PR status and have been in Toronto since August 2008. My husband has not been able to find work in the Fin Services arena. He is a very highly qualified professional, but cannot seem to break through the 'no Canadian experience' barrier. Added to that, the recruitment industry also never seem to even respond to CVs sent. Any advice would be most appreciated. Thank you
