We landed 6 yrs ago. Yes, there is a real shortage of skilled workers. It will get worse within the next 3 years. Our company (technical) will lose at least 1/3 of our workers.
I also tried to get a job while still in SA and was unable to do so. Like you pointed out, no-one was interested in bringing me over. Most employers (mine for sure!!) do not want to go through the process (trouble/cost) to get foreign workers. They have to present their case to government and give reasons why this job can't be done by a Canadian. Once in Canada, the picture changes. Employers are more willing to look at candidates then. We came as permanent residents. That unfortunately is also a question we ask in interviews, what is your status in CA. Employers are afraid to go through the process and then lose them if any permits expires. This is my opinion though and I might be totally off base. Some companies have gone to foreign countries and brought back workers. IMHO get here, find a job, get perm res status....It is a risk we took that worked out! Best of luck to you and your sister.
