It is only quicker if you reside in a country that has quicker application time, so the UK, Austrailia and the USA have shorter application times due the fact that those embassy's, like the Canadian Embassy in Buffulo, (USA) have smaller workloads, AS not many people immigrate from the US to Canada/ -
Moreover the Canadian Embassy in Buffulo will only deal with your application if you are resident in the US.
If your time is an issue I found that our Immigration agency were quite upfront about times etc, and you can send an email to the honcho laywer - David Cohen, at Campbell Cohen - Canadavisa.com
(By the way this is the 3rd time I am immigrating, so will only decide to endorse an agency when I am totally happy with their service, has not happened yet)
With regards to fees, about 60% of the fee should be costs paid to the Canadian Embassy/Gov, and you get what you pay for. Make sure your Agency is indeed a law firm and registered of the Canadian immigration law society - a government body that regulates them. (it ensures that the firm is not fly by night)
hope this helps
