Reuniting Families

Can anybody give me some information as to how to go about getting the rest of my family here, if they do not have enough points (post secondary qualifications), but are successful business people and have enough money to support themselves, until they get something setup and established here (Vancouver, BC)? They don't, unfortunately, have enough to startup a business immediately and employ Canadians right away (Entrepreneur Class - not an option at this point in time).

It would be easy enough to sponsor my Mom, but as far as my only brother goes, I’m not sure how I can help them?

If anybody can help or give me more information about this, I would greatly appreciate it.
