Applying for a drivers license in Ontario

A friend tried to apply to write the written test recently, and was told that he requires a LETTER from the previous Licensing authority, stating for how many years IN TOTAL he's had his license.
Apparently, if you show the new card license, they only give you credit for half the amount of years that you've had it.
This info is not displayed on the official website.
