I believe technically there would be some sort of fee exchanged between the two clubs but like Hugh said Oxford City would not stand in his way.
If it was a player that was not on contract then the 7 day rule applies. This is when the interested Club notifies City of their intention of talking to the player. From that point City would have 7 days to talk the player in to staying and ignore the interested Club. After the 7 days the interested Club can then make an offer to the player and he then decides. I think that's how the 7 day rule works.
