Since the time of Adam, all men have had the opportunity to know God through His creation. Salvation has always been by grace through faith. This is true for all time, even if there is no access to the written Word.
Ro 1:19,20
Because that which may be known of God is manifest in them; for God hath showed it unto them. For the invisible things of Him from the creation of the world are clearly seen, being understood by the things that are made, even His eternal power and Godhead [Deity]; so that they are without excuse.
Even in 325 AD, salvation was a free gift to all men by the simple observation of His creation. The assumption that the ecumenical council had the "cream of the crop of those who were familiar with the Scriptures" is pure conjecture on your part and goes against the Word of God. According to scripture, God is no respecter of persons.
Acts 10:34,35
Then Peter opened his mouth, and said, Of a truth I perceive that God is no respecter of persons: but in every nation he that fears Him, and works righteousness, is accepted with Him.
