The subject in 1Cor 15 is resurrection. The subject in Romans 8 is the difference between the flesh (the old man) and the spirit ( the new man). The new man is the spirit Christ in us. We are given the new man when we believe.
During Acts, the saints were still looking for the second coming of Christ and the restored kingdom. The kingdom was expected and "nigh" or "near". It depended on Israel's repentance.
Paul was a Jew. The requirements of the Law for the Jews were necessary to remain eligible for the national priesthood. The works of the Law were never for justification. The kingdom chapter of Isaiah 66 and Ezek 44-46 details the laws of the restored kingdom. There will once again be offerings and new moons and sabbaths and holy days, etc. These all have to do with Israel as a "royal priesthood, an holy nation, a peculiar people". (1Peter 2:9)
As found in Acts 15 and Acts 21, the Gentiles only had to follow 4 ordinances as decided by the Jewish council. (Acts 15:19,20; Acts 21:25).
Paul was an apostle to first the Jews and also to the Gentiles. Because he was trying to reach or gain both, he made himself servant to all. (Please see 1Cor 9:19-22).
In Acts 21, Paul was being falsely accused by the Jews.(Acts 21:21,28) Acts 21:29, "(For they had seen before with him in the city Trophimus an Ephesians, whom they supposed that Paul brought into the temple.)"
Paul was trying to escape their wrath. The Jews sought his death. See Acts 21:36 and Acts 22:22 and Acts 23:12.
