Excellent question.
I don't know the answer to your Western State question, but I think I can enlighten you on the other subject.
From my understanding, as long as 1 D or higher teams is entered into an E tournament then all E teams playing in that tournament receives double points.
That has happened quite often this year where not enough D teams have entered a tournament and the D teams had to be combined with the E teams.
