Well, tuning is the whole of the equation, so to speak. There are many things out there to cover up bad or under-developed tuning. Water injection is a form of tuning which enables higher boost levels in a "boosted" engine. Every other aspect of this engine, naturally, would try to eliminate detonation before the usage of an anti detonate such as water (turbine a/r, combustion chamber shape, plugs, fuel, ignition, ect.) The point here is to snuff detonation in the overall design of the powerplant, then if the boost is so high and everything is well tolerated, water may very well allow even higher levels to be obtained.
