In Michigan, our special ed.rules specifically state that a child can be eligible as speech and language impaired if they have impaired language functioning on 2 standardized tests or subtests plus a language sample. So yes, I use functioning on individual subtests to decide eligibility sometimes. There are times when students can have a significant deficit in an area or two, but the overall score is pulled into the average range by stronger performance on other subtests.
