WOW--are are entitled to feel the way you do! The 10 day thing---I'd have to check but I believe you have until 10 days AFTER the IEP to get the finalized version to the parents. Also, you CAN send a DRAFT of the IEP before the meeting but it is only a draft and "can AND shouldle" be modified during the actual meeting. To not be able to make changes during the meeting is technically illegal because is does not allow the parent to be a member. Your district has issues---start looking for another district. Mine is great!
