I guess I would look at how his oral communication skills are impacting him in school. Is he unable to express himself effectively? If there are concerns there, then perhaps some interventions or a referral would be appropriate. Also, how long has he been bilingual? The bottom line for me is this--is he being negatively impacted in his school setting academically, socially, or emotionally due to his current communication level? Another thought I had is that he is allowed more processing time to put his ideas into writing vs. his speaking...hmmm, don't know if it's a psychological issue, but I'm interested in others' opinions.
