Have the parent in to translate any tests you'd give. You can't use standardised scores but it would at least give you an idea of his level. Try getting as much out of him as you can in English. If you were just treating the stuttering, you could pick an approach like Lidcombe which is more based on parent interaction. Explain how talk time and environmental modification work and get them to do this at home - in German, if that's the language they speak there. See when he started stuttering, ask them what makes it worse, etc. I would treat stuttering separately from the ELL but as we don't teach English to ESL students where I am, I can't tell you what to do about that.
