It sounds like some home education is going to be key. Take a look at these three articles, pick one, and either go over it with the parents (if at all possible) or send it home as speech homework (for the parents) to be signed and returned with any questions.

Is there anyone in your district who has a program for stuttering, like Fun with Fluency, Color me Fluent, ect.? Focus on Fluency is another one, but I believe it's recommended for 2nd grade on up, so it wouldn't work here. If you're wanting just specific advice, instead of following a program, then let me know and I can go through a couple things.
