age norms for artic sounds

I work in a private day school and screen kids at the beginning of each year. Every year I have a hard time deciding which sounds are developmentally age appropriate and which ones are not. I've seen so many charts with different opinions and most of them just give a range not an exact age. So, when talking about kids who just have one or 2 sound errors, what age would you start working on /s//r/ /l/ "sh" "ch" or "th"?
