It sounds like he is experiencing what a lot of second language learners experience. Is he truly diagnosed with apraxia or is that just assumed since he is not understood well at home, etc? It is definitely not uncommon for these kids to go through a silent period for up to a year and if he switched schools since last year, he may go through a second silent period at the new school. It could take 5-7 years for him to establish Basic communication skills.
