To be honest, waiting until they are 8 is how the rest of special ed is set-up. Wait until they fail and then we'll help them. Wait until greater than 90% of their peers have this sound and then we'll help them. Seems unreasonable to me. That's why I have fourth graders still working on /r/ and dealing with teasing. No one wanted to help it develop early on when they were working on their other sounds and they waited too long. Now it's an uphill battle for me. They're doing well, but it has been hard work on both our parts. They would have benefitted, in my experience, from beginning earlier on such a difficult sound.
The OP indicated the child says all sounds correctly except /r/. It sounded like the child was working on other sounds that have since been corrected (this is how I interpreted the post). With other errors, I am not so quick to dismiss a kid with an /r/ problem as I have found, more often than not, they are unable to correct the sound on their own.
