If you are in a district that has a 'freeze' on hiring, then I think this would include a sub. Having anyone on the campus poses liability so hiring a sub does cause the district. I know when subs work, they sometimes cause problems because hey don't really know the philosophy or standard recommendations the district uses. In this time of financial concerns, the school could use a retired teacher (not an SLP) that is familiar with the district. They have done that a few times here and seemed to make the best of it.
