I've worked in 4 districts in 3 different states and its amazing how fast districts find "the money" for things when threatened by lawsuits :). It's unfortunate, but true. If the district is violating those children's IEPs - not paying a sub or a private SLP to cover the minutes - they could easily get into a lot of trouble if just one of those parents gets an advocate and speaks up.
