The first thing to do is to determine if this is due to structural anomolies or faulty learning. Could this student have a submucuous cleft palate? Are there any other signs of a syndrome present? If you rule out structural and determine it is due to faulty learning, then a biofeedback device could be very helpful. I have used a SeeScape with success.
